有些事實在很難料，有些人真的很難說，反正，這幾天Angela很火，其中一件事就是關於持台灣護照入境哥斯要簽証。
斷交後多少還給個90天，後來不知不覺變成30天，再不知不覺降成了第三級，也就是需要簽証的那一等級。
此項規定出現在2009年4月15日政府部門、移民局的通知CIRCULAR DG-1198-2009。
首聞是一個長輩講的，由於是口頭說明，Angela不以為意，沒想到昨天（5月4日），朋友自國外返哥斯，就遇上這個麻煩。
幸好她已經在辦理居留事宜，但也在機場鬧了很久的時間。
所以，今天（5月5日），Angela就拜託律師給咱寄來相關政令。只是律師表示，那叫「通知」，不是政令。
簡單來說，第一級就是可享有免簽証90天，裡頭以歐美國家為主和部分拉美國家。第二級免簽証30天，部分拉丁美洲國家為主。
第三級需領事簽証（有效30天）。其中包括台灣、新獨立國協、部分非洲和太平洋島國、哥倫比亞（驚）、厄瓜多爾（再驚）、印度、印尼（又驚）、秘魯（說不出話來了）、越南……（根據通知的分類，台灣是一個國家，Angela是否該開心一點呢？）
關於第三級，有幾項小小的附註可以減少想來玩的台灣朋友一些不適感。（申請簽証是很煩的，Angela了解）
第一、如果您持有美國、歐洲和加拿大的各類簽証，有效期最少三個月以內（千萬不要到簽証快到期時才來哦），可享有與第一級同等待遇。<-Angela覺得這叫差別待遇。
第二、如果您持有美國、歐洲和加拿大的居留、工作許可、留學許可，有效期不得低於六個月以內，可享有同第一級待遇。
還有其他部分，但Angela覺得不一定每個台灣來的朋友都有，所以，不翻譯了。
當然有第四級。這就有限制性簽証（有效30天）。只是…名單上有中國大陸耶！和古巴、阿富汗、伊拉克、伊朗、巴基斯坦同列，真的很厲害耶！但第四級的附註，就精彩到不行了。因為六項附註中，就有三項和中國大陸扯上關係。
比方說，若香港居民持有英國海外公民護照，視同第一級。中國企業和投資商，根據兩國商務互惠條約，有一定的程序辦商務簽証。（那麼賭場是誰開的）還有，外交護照和公共事務護照，一定豁免。（這麼基本的常識，有必要寫在通知裡嗎？）

NOTE: The nationals of the countries located in the third group will have to request for consular visa in their country of
origin, except for the following exceptions:
a) The nationals of the countries located in the third group that have already a tourist visa, crew member visa or business
visa to enter the United States of America, Canada and/or the countries of the European Union, stamped in their
passport, valid for three months minimum, will be able to enter Costa Rica without consular visa, with the same
conditions of entry as of the nationals of the countries located in the first group. The period of permanence and
validity of passport is according to the group where the country of nationality belongs to.
b) The nationals of the countries located in the third group that are in quality of legal permanency (residence, work
permission, study permission or refugee status) with a non inferior use to six months, in the countries of the first group
not referred in cluster ‘a’, will be able to request for consular visa in that country of legal permanency whenever they
present before the respective Costa Rican consul, the identity document that credits that condition. The Costa Rican
consuls will have to verify before the migratory authorities of the country of permanence, the authenticity that
condition.
c) The nationals of the countries located in the third group, with a legal permanency status (residence, work permission,
study permission or refugee status) minimum of six months in the United States of America, Canada and/or the
countries of the European Union, will be able to enter Costa Rica without consular visa, with the same conditions of
entry as of the nationals of the countries located in the first group. The period of permanence and validity of passport
is according to the group where the country of nationality belongs to.
d) The nationals of the countries located in the third group that are in quality of permanent resident with a non inferior
use to six months in Guatemala, Honduras, Nicaragua or El Salvador, will be able to request for consular visa in that
country of permanent residence, whenever they present before the respective Costa Rican consul, the identity
document that credits that legal permanence. The Costa Rican consuls will have to verify before the migratory
authorities of the residence country, the authenticity of the permanent residence.
For other national foreigners of a country of the third group that request for entrance visa before a Costa Rican
consulate other than its country of origin or residence and that is not within the exceptions indicated before, the
consular agent will have to send the request to the office of the General Director of Migration and Foreignship via fax,
for their evaluation. This request will be solved in accordance with the applicable elements of fact and law. The
General Director of Migration and Foreignship will be able to deny these requests according to pertinent
considerations. In any case, there must be reasonable indications that the foreigner does not try to stay in the country,
because it would be cause of denial to the migratory category of no Resident.
